The Hudson Marshal has some new equipment and is getting some more under various
grants.
Automatic External Defibrillators (AED)

Through a grant from the Cold Heading Foundation, The
Hudson Marshal has acquired 3 AEDs. Two of these are located in each
of the patrol vehicles. The third AED is located at the Town Hall in an
alarmed case with an oxygen bottle.
The model AED purchased was the ZOLL’s AED Plus® which
features Real CPR Help™, a tool that is able to actually see what the responder
is doing and provide feedback to help them do it well with audio and visual
prompts.
SURVEILLANCE

The Homeland Security Commercial Equipment Direct Assistance
Program (CEDAP),
operated by the
DHS Preparedness Directorate, Office of Grants and Training (G&T)
has awarded assistance to the Hudson Marshal Department to assist them in
acquiring and using commercially available equipment to prevent, deter, and
respond to terrorist attacks, as identified in state homeland security
strategies. This competitive program is a direct assistance program, not a grant
program, and
G&T will provide the equipment and technical assistance, at no cost,
directly to them.
Tacsight S1 Thermal Imager for Law Enforcement
The Bullard TacSight provides complete thermal imager capability
for law enforcement including surveillance, tactical operations, search and
rescue, and hazmat or accident investigation. TACSIGHT enables law enforcement
personnel to see heat signatures of objects, people, and other sources. Needing
no light to operate, TACSIGHT generates high-quality images on the darkest
nights, even through smoke and fog with clear distinctive images clearly
distinguished at 1000 feet.
Heat
energy is detected from target objects or subjects, and seen by the camera
operator as a clear visual image. Light weight, handheld, and simple,
direct reliable operation TACSIGHT exhibits durability, able to withstand
repetitive 6 foot drops to hard surfaces, and 3 feet immersion for 30 minutes.
TACSIGHT comes with accessories ranging from true wireless video transmission
and reception, to vehicle mounted charging, separate handheld receiver /
monitor, and an attachable monocular eyepiece for those most covert of
operations.
Without CEDAP assistance, the cost of the thermal imager kit is approximately $
25,000.
This equipment is being provided without cost.
The Night Vision Kit is
a low light-amplifying kit for nighttime or low-light surveillance operations.
The kit comes with two devices, a binocular and a monocular, and attachments to
affix the system to a camera or a long-range lens.
This kit of imaging devices consists of four main items: (1) a third-generation
NE5000 Night Vision Goggles similar to the military's popular PVS-7 series, with
built-in infrared illuminator and a 50-millimeter (mm) lens; (2) an
interchangeable 70-300 mm lens; (3) a PVS-14 monocular with variable gain; (4) a
3-power (3X) magnifier, very fast optic, high performance telescope that snaps
onto the PVS-14 for added surveillance versatility.
Without a grant, the cost of the night vision kit is approximately $ 5,900.
This equipment was provided without cost and is on hand with the department.

The Sentinel VS-14
is a compact, self contained, portable video surveillance system which has an
unusual method of collecting evidentiary quality video, day or night.
The Sentinel collects evidence where manned surveillance is desired but unsafe
and impractical, such as:
• Anhydrous tank and marijuana field surveillance
• Intelligence gathering
• Property and building surveillance
• Environmental surveillance
• Gang activity documentation
• Anti-smuggling operations
Without a grant, the cost of the night
vision kit is approximately $ 6,000. The equipment is on hand.
PERSONAL PROTECTION EQUIPMENT
The Bulletproof Vest
Partnership (BVP), created by the Bulletproof Vest Partnership Grant Act of 1998
(Public Law 105-181) and reauthorized by the BVP Act of 2000 (Public Law
106-517), is a unique U.S. Department of Justice initiative designed to provide
a critical resource to state and local law enforcement.
The Bulletproof
Vest Partnership (BVP) Program helps protect the lives of law enforcement
officers by assisting state, local, and tribal governments to equip their
officers with armor vests. The program pays up to 50% of the cost of vests
purchased by jurisdictions with approved applications. The Hudson
Marshal's Office has been approved for matching funds up to $ 794.90.
